You sent your query to the opensuse maintainer's packaging list. If your question purely relates to being a user of openSUSE, I suggest you ask again on "opensuse@opensuse.org" which is the main user's mailing list. In the context of becoming a contributor and helping with opensuse package maintenance, the "openSUSE Build Service" is a crown jewel of openSUSE. https://build.opensuse.org/ It supports both a large public instance with approximately 100 physical computers in a build farm and also the software itself is opensource and you can setup your own private instance of the openSUSE Build Service. https://build.opensuse.org/monitor I am not totally familiar with how other distributions are built, but "I believe" openSUSE is the easiest Linux distro for new contributors to join and participate in at a meaningful level. Doing so with Microsoft Windows I believe is next to impossible without being an employee of Microsoft or one of their key partners.
