Same issue here With Aeon.
For information the folder /usr/share/help/ is populate with sub folders but
there are empty.
For test purpose I reinstall the packages gnome-user-docs-44.1-1.1.noarch.rpm
and gnome-user-docs-lang-44.1-1.1.noarch.rpm in a transactional-update shell
with the "zypper in -f"command. No error but no files installed.
Then I download the packages locally and use the command
"rpm -ivv --replacepkgs" in a transactional-update shell to install them.
In result the sub folders in /usr/share/help/ was populate.
After quitting transactional-update shell and restart in the new snapshot
the gnome help is functional.
This is just for a test, this is not the solution but I hope this help to solve
the issue.
