MicroOS Reboots every time transactional-update.service is called due to the `reboot` flag in the `ExecStart` line. This is redundant, seeing as rebootmgrd is supposed to schedule and handle reboots. It is also confusing as it leads to people wondering why their PC still randomly reboots when they, for example, disable rebootmgr or set a specific maintainance window at which to do the reboots.
