In the hardware information all is the same as in 12.3.

It is not YaST. For some reason bt878 is not probed automatically anymore. I've added it to modules-load.d (file bttv.conf with the only line bttv) and also copied the file /etc/modprobe.d/50-tv.conf from 12.3 to 13.1 and now it works.
