The Breeze dark icons are not missing. One of the two "Breeze" entries is actually Breeze dark. It's just named wrong. This will be fixed in breeze5-icons 5.28.0 which is going to be released tomorrow (and enter Tumbleweed some time afterwards): https://bugs.kde.org/show_bug.cgi?id=370213 If you don't want to wait, you can fix it yourself though, by changing the name (and maybe comment too) in the file /usr/share/icons/breeze- dark/index.theme with a text editor.
