In kde4 - on the Fine Tuning tab there is a Menubar style dropdown list that allows the user to reassign the "Menubar style".

When you click on the dropdown list it provides a selection:

An application Title bar button Top screen menubar Only export

I've attached a screenshot.

If you mean the global menubar, it needs changes in libdbusmenu-qt5 first to ever get implemented. And IIRC it's difficult to get these changes in.
