GNOME itself doesn't provide a way to set LC_TIME, but since it's just an environment variable, it should be ok to set it in ~/.profile or in ~/.bashrc.

Ok, but in other distros it is simply a matter of ensuring that the locale is set correctly - as "Australia" in my case which automatically altered the date display in Thunderbird. Thanks Patrick and Carlos but it seems that a reboot did the trick and I now have TB showing the correct date format. Yesterday I altered the Locale setting in the Language option in the Control Center and I expected this to take immediate effect - but not so; wasn't until I just booted the computer that the date format changed.
