[New: openFATE 310145] Support (submit) requests from one OBS instance to another one, independend of interconnect

User on instance A need to trigger the submission, allowing to a package update from on instance B. Instance B need to hand over a ticket to instance A which can be used for uploading the sources and creating the submit request. The tickets which grant permissions shall be listable and revokable.
