If you look at the Alpha releases, yes 11.1 will be based on at least 2.6.26 or newer (probably 2.6.27, maybe newer depending on the kernel release cycle.)

Yes, you can. I tried myself and it worked fine - the only problem is that suspend to RAM is broken on my machine in that. I assume this is fixed once we move to 2.6.27 which is planned for the next days... Factory is at 2.6.26

Yes, but the update to 2.6.27-rc2 will follow soon. AFAIK Jeff already worked a bit on that.
