[opensuse-factory] TW Snapshot 0713, again a missing announcement?

Ther eis/was an issue on the machine producing the changelog for the snapshots. The error surfaced when that machine was updated to Leap 15.1. This is documented in issue https://github.com/openSUSE/openSUSE-release-tools/issues/2128 And has since been fixed. The next snapshot should bring the announcement mails again. Cheers Dominique
