No, openSUSE:Factory is configured with rebuild="local", which means a package only gets rebuilt on source change. But it seems to be failed. Because when I look into the factory repository there is still mkvtoolnix-7.9.0-1.5 (for example). Oh, i found out, that if you search with http://software.opensuse.org/package/mkvtoolnix It links to mkvtoolnix-7.9.0-1.6 but gives a 404-Error, because build 1.6 is not found, only old 1.5. As per
osc buildhist openSUSE:Factory mkvtoolnix standard x86_64 release 1.6 has been build on Jul 30, the latest published snapshot is 0728... so, yes, 1.6 is not in a published Tumbleweed yet.
The next snapshot should have it.. if you want to test this earlier, you can get the binaries using:
osc getbinaries openSUSE:Factory mkvtoolnix standard x86_64 and then install the received rpm...

It still looks like a bug that software.o.o is showing packages that haven't been published yet.
