So "not ... anywhere" => somewhere. ffmpeg is illegal somewhere. Which is probably very very true, latest when you come in touch with Patents. FFMpeg contains dozens of decoders/encoders, most being patented. FFMpeg not paying any royalities won't make it 'legal' in to many places where they deal with Patents.
