Did you perhaps just login and the updater applet is running? That will stop any other package manager from running.

Or just wait for 10 seconds and you're good to go. No need to kill anything. Scott Reeves mentioned that he might try to lower the value that packagekitd holds the lock, but it needs to be tested and probably wont end up in 11.2. Also, as mentioned, PackageKit might actually have been doing work at this point (such as checking for updates etc), in which case you should have had an icon in your notification area.

Zypper needs an option to queue up behind packagekit, so that it will receive the lock, once it is released by packagekit. And thinking of it, this should be the default behaviour. The current bail-out behaviour leaves it up to the user to know when is a good time to call zypper and when not. The user has little chance of knowing this. If the reason that zypper was blocked due to packagekitd waiting for an update server to be configured this is a bug against pakagekitd. Regards Dave P

I rebooted after a "zypper dup" and packagekitd is not running, same on all 3 boxes. Don't know what happened on the one box previously - something erroneous, so it seems not worth pursuing as a bug. Still this is something we would like to address in the future. While it is not possible to have them fully running in parallel, we can improve the ZYpp lock to allow read-only operations in parallel.
