Tumbleweed devs should also create a whole new installation DVD for TW, from scratch..!!! That's how TW works already, see http://download.opensuse.org/tumbleweed/iso/

I have to admit, I am not sure I know what you are referring to. If you mean a full rebuild of all packages, I urge you to reread the last two Tumbleweed reviews: we just got glibc 2.23 which we used to justify a full rebuild of everything. It's probably too late, as I still don't really get what you are trying to say... But from a pure guess: yes, once gcc6 hits us to be the default compiler, we will once again see a full rebuild. Now obviously, i will try to schedule this not to happen just this week, as we just got such a big snapshot... And staging this is likely going to take a couple more days / weeks. I suggest you formulate questions around the facts you are quoting - or you risk people guessing answers to completely different questions than what you had in mind.
