The temp-files seem to be PGP-related, an example:
-----BEGIN PGP PUBLIC KEY BLOCK-----
Version: rpm-4.4.2 (beecrypt-4.1.2)
....

Top also shows gpg running and consuming CPU cycles

Please do a small experiment, run:

rpm -qa | wc -l

If my suspect it's accurate, you will have as much tmps files as rpms.
