On servers, one wouldn't want (nor need) to install the whole xorg-x11 package just to enable that feature. xauth itself only depends on a few splitted-out X11 libraries (xorg-x11-{libX11,libXau,libXdmcp,libXext,libXmu}) and not on the whole xorg-x11 package. Use case: a server without X but where one wants to use GUI apps (e.g. yast2-qt) remotely. SSH X forwarding does not work if xauth is not installed on the remote end (the server).
