The strace then shows that pdftops now reads all the config files from xpdf (The reason why it doesn't do this without "cp /etc/xpdfrc ~/.xpdfrc" is that it only searches for /suse/mfabian/.xpdfrc and /usr/etc/xpdfrc and the latter one doesn't exist.

That's because poppler.spec does "./configure --prefix=/usr" which causes it to search xpdfrc in ${prefix}/etc. ${sysconfdir} defaults to ${prefix}/etc unless explicitly specified.
