Arp on host works because who asks arp sends a broadcast package (which peth0 receives). When the guest answers, the host receives as the problem is in receiving packages and not sending them. Then the guests asks arp to the host, the host receives it and answer in a unicast package that is not captured by peth0 and never gets eth0. The peth0 promiscuous mode that is not working. I can be wrong but what the host real NIC has with the Host-to-Guest connection? Host-to-Guest is fully virtual.
