Apparently parted fails to tell the kernel about the new partition or the kernel refuses to recognize it. The partition hda5 gets created on disk but the kernel does not recognize the new partition and it never shows up in /proc/partitions. As long as the kernel does not know about the partition one apparently cannot do anything with it. Therefore YaST2 reports this as an error. Maybe it is caused by ntfsresize running but I cannot really see why. If you have the time, please save the y2log files of the machine and reinstall Vista. I will then dump the vista disk image on Monday so that we have a way to reproduce the test without need to manually reinstall Vista multiple times. My current suspicion is that the problems are caused by the resizing of the Vista filesystem. I shrinked the ntfs before, the rest is the same like everyone discovered. From strace data I saw that hald-runner spawns processes that open /dev/hda, /dev/hda1 and /dev/hda2. The problem seems to be highly dependent on timing. If I restart hald in inst-sys the problem vanishes also but after a reboot it is again reproducible.
From my findings it seems to be clear that the exact windows version does not matter. I could also reproduce the problem with a empty ntfs partition spanning the whole disk.

I had the same during installation of the eMachines T6528 system based on Athlon 64, hard disk PATA 160 MB, preinstalled XP. Resizing worked fine, but creation of partition failed. So far I recall, it created swap and very small root partition (2 MB ?), no home. It was custom partitioning in order to leave some space for archive that will be created later. Workaround was to exit Expert Partitioning, switch to terminal with Ctrl-Alt-F2, check what is mounted with mount command, run fdisk, remove small root partition, create root and home, write in partition table, switch back to installation GUI, go back to Expert Partitioning and finish the job. When I was going back to Expert Partitioning it warned me that it can only format existing partitions, not create new. This should prevent hald from becoming active while parted is still running.
