Installed xorg-x11-Xvnc 7.5_1.8.0-13.1.x86_64 from
home:mhopf:branches:openSUSE:11.3:Update:Test. I tested with us, de and
de-nodeadkeys keyboards on the client side (another Linux machine, not SuSE,
tightvnc viewer), everything works as expected.
setxkbmap -print inside the VNC gives:

(I did get a weird problem at first when switching keyboards on the client side
with setxkbmap - it seemed like caps lock was stuck on inside the VNC. However,
I could not reproduce this behaviour with another VNC session, might as well be
one of the keyboard problems the tightvnc viewer has on occasion.)
