It looks like exactly the same issue to. Also identical GPU hardware. Upstream means that ATI needs to implement the support for Radeon HD56xx. According to the xorg-driver-ati mailinglist, there is support. I managed to switch to the discrete ATI MobilityRadeon HD 5650 with the help of vga_switcheroo and blacklisted the intel module.
