In the past, up to openSUSE-13.1, the fuse module could be auto-loaded by accessing /dev/fuse device file. Then it triggers the module loading in kernel. The device file had the permission like crw-rw-rw- 1 root root 10, 229 /dev/fuse thus a normal user could trigger it. Why do you think this?
grep fuse /usr/lib/udev/ -rs (y|n|e|a)? yes /usr/lib/udev/rules.d/99-systemd.rules:SUBSYSTEM=="module", KERNEL=="fuse", TAG+="systemd", ENV{SYSTEMD_WANTS}+="sys-fs-fuse-connections.mount" /usr/lib/udev/rules.d/50-udev-default.rules:KERNEL=="fuse", MODE="0666", OPTIONS+="static_node=fuse"
Does this rule apply to the static device nodes befor loading fuse module? Note that, in my case, the device file is present before loading fuse, and the problem is the permission of this file. Once when fuse module is loaded manually, /dev/fuse gets the correct permission.
