As long as neither GNOME or KDE is running, the powersave daemon cares about it like changing the policy when the AC adapter is unplugged and the like. That's an important disadvantage regarding GNOME and laptops in the current state. The problem is that g-p-m 2.17.2 which includes this CPUFreq stuff is labeled as an unstable release. But with g-p-m, the user cannot choose what is apropriate for him. And before g-p-m is started, powersaved decides the method depending on the system state (on battery / on ac power). Once logged into gnome, the user cannot change this anymore.
