That icon change API still doesn't look clever. It really shouldn't accept an arbitrary file path. Instead there should be another function that allows to post the icon data. That way the daemon does not have to open files on behalf of the user at all (just like you'd solve it if the service was running on another machine). Whether or not the user sits on the active, local console doesn't make any difference.
