It would be nice to have a way to specify additional rule(s) for upgrading a
package if a newer version is available. Would be quite beneficial especially
for users using fast changing repositories (e.g. OBS) who don't want to
reinstall package every time a rebuild is done, which increments the Release
tag.
Example:
upgrade if
(newer_version_available)
&& (minor(installed)
