This was fixed (TmpPath sibling directory permissions). Perhaps zypper is enforcing it without reason? Note that this bug was reported for 10.2. Yes, it is fixed in 10.3.

This problem is something completely different. Cristian, please file a new report for this and attach zypper.log. Use ZYPP_LOGFILE=<filepath> and give it some file path where you have access as non-root (otherwise the log file is not written in /var/log/zypper.log as normal user does not have access there).
