The lack of the 32-bit development package makes it harder to compile Wine with that support. But the lack of the 32-bit libraries makes it just plain impossible. Note that openSUSE Leap 15.2 had both libcapi20-2-32bit and libcapi20-3-32bit packages but the development files were provided by capi4linux-devel-32bit. So it looks like something has been lost in the migration to libcapi20-devel. Also openSUSE Leap 15.3 has no libcapi20 package at all.
