ISONORM 9241 states that the font size should not be smaller than 3 mm. From a usability point of view it is highly recommended to be consistent with that.
I Googled for ISO NORM 9241-3 for a while but failed to find any useful explanation of it. What I do know is found in the 2nd link in comment 0, which states: 'Avoid sizes in em smaller than 1em for text body, except maybe for copyright statements or other kinds of "fine print."...Do not specify the font-size in pt, or other absolute length units for screen stylesheets. They render inconsistently across platforms and can't be resized by the User Agent (e.g browser).' What this means is that it is the opinion of the W3C (and astute students of the subject of web page text sizes) that the user's browser default should be respected, as that size is the only one that can reasonably be expected to be appropriate for that user. It also means 3mm or any other mm, or pt, or px, is wholly inappropriate for sizing web page text, as they both disregard user needs and preferences, and bear no significant correlation when rendered to any particular physical size, legible or otherwise. I checked the latest version of bugzilla software's css. It has a total instance count of font-size rules of 15, of which only one, the oldest of them all at five years of age, specifies an absolute size: 10pt in panel.css. All others specify in keywords or % or em. OTOH, attachment 102835 has 7 instances of text sized in px, 7 instances of sizes specified in a % smaller than the smallest % size specified in the bugzilla software, and ties for smallest used anywhere in the bugzilla software at 75%, which novell specifies as its <em>base</em> size.
