If I want to install a package from the openSUSE source, I know that I don't need the package list to be up-to-date, so being able to skip the sometimes >1 minute download process would be useful. For the purposes of consistency, I would suggest a 'Skip All' button that doesn't process any updated package lists, even if some have already been downloaded. In the popup with download progress? I want to add "Cancel" button there which would have the same functionality. (There could be a popup asking whether to abort just the current download or all.) I suggested 'Skip All' because I think it is clearer (Does cancel abort the entire Software Management process?) and safer (some repositories that update on a frequent basis may make assumptions about the availability of certain package versions from other repositories the user is expected to have added).
