This is most likely an outcome of following upstream patch: http://lists.gnu.org/archive/html/bug-parted/2011-06/msg00020.html With that, parted behavior matches the documentation, but it also means it has less flexibility when adjusting partition start/end. I have decided to partially revert it so that the old behavior (bigger snap radius) will be used only if cylinders are used as input unit.
