(It already is) the Norwegian keyboard layout will be used in all applications. Yhe only way to change it is to go to Personal Settings > Regional & Language > Keyboard Layout and checking "Enable keyboards layout". When you go to Yast2, you see that it isn't set on US but in the one selected during install (BE in my case).
