It counted 20s, but said "network not ready", and booting continued. It took ages to find the problem was in /etc/fstab (!): /tmpfs /dev/shm tmpfs defaults,size=132M 0 0 If there's a line with "tmpfs", just remove it and networking starts as it should. That's a very hard and nasty bug, not easy to find.
