http://en.opensuse.org/YaST/Web/Development/REST_Service_Documentation seems to be a good start. Ask on yast-devel where others put (the links to) their documentation.

The generated result should be accessible via the Wiki so someone external can have a look and possibly write a client, without having to install webyast packages locally.
OK, I think that it should be generated on fly from source, because my experience from wiki about zypp/zypper is that static page often outdate and require additional time to keep it up-to date.
