1) check if consolekit was running
Yes.
2) check if you have a XDG_SESSION_COOKIE in your environment
Yes.
3) is the current session, from where you called halmount, your (active) desktop session?
Yes. (I use Xfce as desktop.)
4) work the mount from inside KDE/GNOME (if your desktop session is running)?
Same result with KDE.
5) Note: you can mount via HAL only as root or as user if you are within a active session on consolekit.

Could you try to reproduce on a fresh installation?
This was a fresh installation.
Can you try to install the latest hal package from f87-dkukawka-67?
