This looks like a bug and no design decision. Noone ever would create such an UI. See screenshot. I think this is since you copied / upgraded.
I made these 2 new vpn connections, and since I gave each connection a unique name it's clear.
You can edit the names of the vpn's via control-center -> networkconnections.
From looking at the settings they all have unique names assigned. The names are displayed in the screenshot (but I modified them to not leak information). Can you seen the "Verbinden" in the screenshot? That is not displayed for your connections at all. And yes it might be because of the update scenario but we support updates, right?

And of cource, updating to the versions we have in G:F (pending for factory/13.1 also makes a huge diff since there has been changes.
From a deployment view unfortunately it's almost impossible to pull in packages from everywhere to do testing. As I learned today I have to wait until RC1 until I can verify if stuff is fixed already. So I can only comment on beta 1 status. I'm not going to do installation experiments on that production machine which need major manual cleanup work when 13.1 is updated.
