The dvorak layout does not work period. Selecting it gives you a qwerty-like layout (but not qwerty)... for example, the @ key is located on qwertys " key. This is very frustrating... I just installed my system clean with 11.2 and cannot type faster than 20 wpm! Change the following lies in: /etc/hal/fdi/policy/20thirdparty/11-keymap.fdi <merge key="input.xkb.layout" type="string">dvorak,us</merge> <merge key="input.xkb.variant" type="string" /> to this... <merge key="input.xkb.layout" type="string">us,us</merge> <merge key="input.xkb.variant" type="string">dvorak,basic</merge> Then restart the HAL daemon, and go back into the KDE regional controls and select dvorak as the keyboard variant again. Then it will work correctly. This looks like a bug in X if you ask me.
