But Torsten Duwe is correct, ncurses-devel-32bit is a package that includes the symbolic links but not the headers... it's not a useful "-devel" package in any platform. The problem is in the baselibs.conf file (https://build.opensuse.org/package/view_file?project=openSUSE%3AFactory&package=ncurses&file=baselibs.conf) and sure, all the baselibs.conf system is far from perfect. So I removed the default dependencies for $PACK-devel-32bit, but possibly we need to readd automatic deps to $PACK-devel as it indeed always makes sense.
