I'll take your word this is same as bug 437854.
It isn't, but the bottom line is they have to be fixed together, i.e. the info should be in sync with what 'install' will select, as far as possible. And/or we need to rethink the info command. Your report will be helpful for this. (In reply to comment #5 from Dave Plater)
zypper dup -r kernel is the only method that updates kernel-source and syms.
