The directory is still there and the files as well but KDE4 doesn't display them anymore. I tried KDE4 a few months ago on openSUSE 11.0 but it was too unstable and I switched back to KDE3. Maybe there is some dirt left which confuses KDE4. Is there any single file that is responsible for that and that could be marked read only in order to force kde4 to keep it's settings?
There are no files going away, rather an incomplete plasma-appletrc as Plasma doesn't write its config out completetly after initial setup/changes before it crashes cause by some user interaction or logout. There are other bug reports complaining about this.
which reminds me I should have created a backup of the file which might have allowed you to figure a way to determine that it is corrupt.
