Normally just autoyast and the CD-Creator are the only packages which need inst-source-utils. So I vote for fixing the pattern and make inst-source-utils just recommended. (Solution 1) In the other hand, I can try to hack create_repo_for_patch.sh to require/check for createrepo itself, because this script is currently just useful for a handfull users who call it on the commandline.
