FWIW, the problem doesn't exist in Factory. try installing the Factory version of the package and it might solve it for you
of course, that might be because the Factory package doesn't attempt to link to ATLAS, which is what causes the failure. correctly building ATLAS to work with LAPACK in a way that NumPy can use seems to be some sort of arcane magic, heavy on the ceremonies and all that. adding Todd R to cc, as he's the one who touched the package most recently and might know something about it.
