This package doesn't appear in my list of packages for 5.14.2. Presumably it would contain db.h, which would presumably would contain the "dbm_open" call necessary to build perl Reproducible: Always Steps to Reproduce: 1. Attempt to satisfy prereq db-devel from released 5.14.2 sources 2. Verify it contains /usr/include/db.h 3. Verify it contains dbm_open call required by perl. Actual Results: packages and files do not exist Expected Results: Under the GPL, I expect the packages and source necessary to build any package under openSUSE are included with each release. It appears Suse is not testing whether or not rpm's build with the given pre-reqs with rpmbuild on a released system. As a result unlicensed software that fails to satisfy the licensing requirements of the GPL appears to be shipping with newer systems. 12.1 is the first release I have encountered missing packages, though I seem to remember having some difficulties rebuilding rpm's with rpmbuild under 11.4. As this appears to cause many or most packages that openSUSE ships to fail GPL requirements, consequently, OpenSuSE could be shipping unlicensed software.
