on two independent laptops and a desktop, I found that if networkmanager is installed, the system does NOT use any of the statical netwrk settings. E.g. Even if traditional ifup/down is selected, DHCP is used.
If you remove networkmanager with zypper, all over sudden all works as it should.
When use NetworkManager to manage network the config file in /etc/sysconfig/network/ doesn't work, you need set static ip address in NetworkManager with nm-connection-editor. If with ifup/down, if you set use STATIC in ifcfg-eth* file, it shouldn't use DHCP, or it should be a bug. So could you describe what's your issue? If with ifup/down, if you set use STATIC in ifcfg-eth* file, it shouldn't use DHCP, or it should be a bug.
yast -- use traditional ifup/down setup with static IP addresses et al setup. Still network manager/dhcpcd tries to get a leased address. So it's a bug.
