This may have something to do with localization. I experienced a somewhat
similar issue when installing openSUSE 13.2 on a laptop a few weeks ago. I
changed the default boot entry manually to Windows and updated the grub2 config
(with grub2-mkconfig) but openSUSE was still booted by default. Then I realized
that the Windows boot entry contains a translated string (the part which says
on which device the OS is installed), and sometimes it shows up in English,
sometimes in French (for me) depending on who calls grub2-mkconfig. If the
default entry string does not agree with the actual entry name then the first
entry is booted instead by default.
