However, an unsigned product CD refuses to start the installer, saying, that no repository was found. Media verification also fails. But that doesn't solve the problem. You clearly don't want the user to always run into a message box like 'Bad luck, dude. Try again with insecure=1.'? I don't know why you want to produce unsigned media. Fate #302195 requires that all files need to be checked. If you want to circumvent this, change the product creator to insert insecure=1 either into linuxrc.config or append it to the command line. Or even better create a key, sign with it and add it to the install key ring.
