unplugging external drive has impact on the internal drives

I spotted this for the first time using OS11.1 so I don't know if this problem
is new or not.

When you forget to unmount the ext.drive and just unplug it, normally it could
cause some damage to this unplugged drive.

But it is really odd and disturbing that such unplugging also affects the main
system -- on the next shutdown and boot up there are really some problems with
unmounting regular partitions.

In console I see message (shutdown):
cant' lock lock file /etc/mtab~                failed
/.......path to dev-disk-by-id........../
Unmounting file system                         failed

and the system is waiting for ages (the partition mentioned above is mounted on
boot by dm-crypt).
