I think 00:1e.0 is a conventional PCI bridge. My guess is 03:00.0 is configured as a PCI-to-PCIe bridge (type PCI_EXP_TYPE_PCIE_BRIDGE), and 04:00.0 is a PCIe device.
So there *should* be a PCIe link between 03:00.0 and 04:00.x. Before 51ebfc92b72b, we would not have set dev->has_secondary_link for 03:00.0, so we wouldn't have done any ASPM configuration on that link.

- Apply this debug patch to an upstream kernel (v4.10-rc5 or later) - Reproduce this failure (I suspect the debug patch will just cause a stack dump rather than a NULL pointer dereference oops) - Open a kernel.org bugzilla and mark it as a regression - Attach (not paste) the complete dmesg log - Attach the complete "lspci -vv" output from any bootable kernel
I can readily test any kernel pkg that's built / installable -- ideally in suse's buildsservice. As a 1st step, as soon as it's done DL'ing (jeesh!), I'll test tiwai's build.
Tangential question: why are you booting with "acpi=off"? I don't think that's related to this current issue, but boot parameters are a burden on the user that we should try to minimize.

Very likely the motherboard has a conventional PCI slot and the video card contains a conventional PCI-to-PCIe bridge leading to the PCIe video device. The "lspci -vv" output would confirm this. It would be useful if you could attach that here.
