These are Full and half speed. Hmm, I know for ASUS there exists a special ACPI device (ATK...) sometimes which has some overclocking/underclocking info which Linux does not use. Can you attach acpidump output of one of the Asus boards, pls I try to find out more...

In windows I use the: AMD Power Monitor Version 1.2.3 Hmm, monitor sounds like the steps are really used. and AMD CPUInfo Version CPUinfo sounds as if this is just some static CPU info (I would not give too much for the latter, maybe the stepps are not really used).
