I'd say it isn't wrong to enter the document creation date into the meta info of the document's output format. We have something similar in our PDFs created with daps.
Thomas, do you know a parameter to prevent this from happening?
Looking at manpages/other.xsl, template top.comment, there is no parameter which can be used to suppress the date. The "easiest" way would be to create a customization layer: import the base manpage stylesheet from upstream and define the "top.comment" template as empty. However, you will loose the other information too.
Thomas, second question, do you think it is worth reporting upstream?

What if you remove the entire xsl:call-template/ tag?
As a customization/patch, yes, this could be used. For upstream probably not. I would go a different approach: copy the top.comment template and wrap all relevant information with a parameter.
