No.
Will the option nomodeset be added as default?
No. It's mentioned in our release notes (which you don't have for LiveCD AFAIK). So I believe we need some special documentation for our LiveCD about hacks and workarounds. Maybe you can open a bugreport for this. Sounds like a contradiction to me !?!
What would the would-be user do?
Read the friendly release notes about hacks and works-arounds?
Users should always do this. Especially new ones. And yes, I agree that we need a solution for LiveCD users, which don't have access to release notes since there is simply no installation. This would be something, where our community could help us.
Or try Ubuntu? Hmmm...
Is it fixed with Ubuntu?
I really hope this bug is not typical for all ATI cards or a lot of users will be running.

A mostly black screen with a few pixels in the middle that aren't black. I think I wasn't clear, it's not a black _text_ screen with a cursor, but a black graphic screen with a bunch of pixels as mouse pointer.
What would the would-be user do?
Read the friendly release notes about hacks and works-arounds?
Users should always do this. Especially new ones.
Fact of life is they'd rather don't. I do, but I'm old school, I wouldn't run away screaming from SUSE and I know the solution now. But me and few others like me aren't enough, we need more users, we shouldn't scare them away with black screens and hacks and work-arounds :-) Maybe after we get them hooked on SUSE.

It's enough if Ubuntu doesn't use KMS yet, then it's "fixed". Is KMS really ready for production? Can we make a blacklist of video cards that shouldn't use mode setting? Bugs that show up right after installation, before any updates can be applied aren't cool at all. Especially bugs that show a black screen, very discouraging for any new users.

I'm pretty sure current Ubuntu version do already use KMS. I would have expected openSUSE were the last Linux distribution to switch to KMS.

That doesn't make it any better. Not sure why you call this "After an installation that seems to work fine".
Because it never happened while running the LiveCD environment. I install to hard-disk from LiveCD, then boot the new installation. Then, it's either the black screen or it works, displays normal graphics, but without compositing.

Well, I no longer understand, when you see the issue with black screen. When running LiveCD or after booting the system you've installed on your harddisk during running LiveCD. I kind of need to give up here.
This might work if release notes are automatically displayed right after the click to download by some clever web script.
A link below or on top of the download link ("Read this before downloading and running the LiveCD image") would be enough I believe.

Yes, after installing from LiveCD, ejecting the CD and booting the freshly installed system. The fresh system has the bug.

Ok. So complete misunderstanding here. :-( The reason, why it doesn't happen with LiveCD could be that with LiveCD KMS has more time for initialization since the system startup (including Xserver startup) takes much longer from CD.
That is exactly what happens, the system can be installed but after that is unusable unless the user knows about nomodeset.
